Named After: Jacob Nash Victor - a railroad pioneer.
Victor's major accomplishment was bringing to reality the second transcontinental railroad in the United States, by giving the Santa Fe Route a Pacific coast terminal. His first job as General Manager of the California Southern Railway was reconstruction of 30 miles of washed-out track from Fallbrook to San Diego. He then engaged in subterfuge in 1883, and cut through the Southern Pacific tracks at Colton, thereby linking San Bernardino with the coast. In 1885, he drove the first engine through Cajon Pass, signaling linkage of San Bernardino and Barstow, and completion of the transcontinental route. On completion of the Cajon route, Victor made the prophetic statement, "No other railroad will ever have the nerve to build through these mountains. All who follow will prefer to rent trackage from us." This was said 17 years before the Salt Lake (now Union Pacific) line did just that.
In 1901, the U.S. Post Office changed the name of the town "Victor" to "Victorville", due to a conflict with another town already named "Victor", in Colorado.

City Government: Victorville is a charter city governed by a five-member elected city council. Council meetings are open to the public and are held the first and third Tuesday of each month at 7 pm.

- Development
This is a new Department created by joining the Building, Planning, and Code Enforcement departments.
- Economic Development
This department encourages and oversees economic development in the City.
- Engineering
This department oversees various engineering and land surveying services throughout the City. These services include: improvement plan checking; subdivision map checking; processing for developments; survey; design; contract administration and management for the Capital Improvement Program projects; and more.

The Finance department includes Finance, Purchasing, Sanitation, and Housing and Development Grants.
- Fire Department
The Fire Department provides fire protection, hazardous materials, and CUPA services for the City.
- Human Resources
All hiring and employee benefits are administered through the Human Resources department.
- Police Department
Police service is contracted through the San Bernardino County Sheriff.
- Public Information Department
This department is responsible for media relations, community affairs and public outreach.
- Public Works
Public Works department oversees a number of important City functions including animal control, weed abatement, graffiti control, traffic control, traffic signals, fleet maintenance, parking enforcement, and street maintenance.
Victorville Municipal Utility Services (VMUS)
Victorville Municipal Utility Services currently offers electrical services, cogeneration services, and a natural gas aggregation program. At this time, services are available to commercial and industrial customers only. VMUS does not provide utility services in residential areas.
